would I be able to say something along the lines of "D'aontaigh formhór na hoifige léi" or does "formhór na hoifige" imply the actual space as opposed to the people in it? Would I be better saying something like "D'aontaigh formhór na ndaoine a oibríonn san oifig léi" ?

I'd say:

D'aontaigh formhór na ndaoine san oifig léi.

Now, you might be thinking "doesn't that include anyone who was present in the office, not just the employees" but it would be equally a mistake to assume that everyone who is employed in an office actually does work.
