I would appreciate any information about who said it (perhaps it's a proverb). Does it belong to a speech?

The translations naturally look good, given who made them!

As for the origin of the expression, I doubt that it's an Irish proverb. It sounds like the sort of incantation which Wiccans come up with, so it might be from some Wiccan or (modern) "Druid" ceremony.

Yeah...it definitely has a "wiccanese" look about it. That or some kind of Iona-esque "Celtic" Christianity.
