If anything, more regulated paperwork (especially if it includes more than health information) means when someone gets something ridiculous tattooed to his- or herself in a foreign language, then it's less likely they can try to get the tattoo artist in trouble. (Especially since any good tattoo artist will make sure you check everything, and then have you check the stencil on paper, the stencil on your body, etc. before permanently etching it into your skin. And it's not the tattooist's fault you decided not to check your translation.)

... I'm kind of obsessed with tattoos/tattoo culture.
