It means "unable to".

Go raibh math 'ad, a Bhríd. An bhféadfá cupla sampla a thabhairt dom? How does it compare to "Níl mé in ann..."?

Standard Irish would be "ag cinneadh orm"

cinneadh, verbal noun of cinn (cinn ar = overcome, surpass, be too much for, fail)

Yes, "to fail" would be a better word alright.

Tá sé ag coinnt air a chuid eochracha a fháil. (he is finding it impossible to find his keys)
Tá sé ag cionnt orm labhairt léi.
Tá sé ag coinnt ar Mháire codladh.
Tá sé ag coinnt orm fanacht i mo dhúiseacht.
