Beocht Yes, it would definitely work in contexts, good suggestion.
As for High Council... I had what you have on my mind (over at IGTF, before I directed it here, I mentioned that it may be made into a compound word), then I did a quick Google search just to check if it had been used before for anything, and for what.
Ard Chomhairle was there so I just threw it down. Now that you've put it on paper i can see that's it's probably more correct
