"trying to put/get the cow over a river" ? I'm assuming it is an idiom. I was guessing from the context of the article that it was something along the lines of trying to do something hard? I'm guessing that getting a cow across a river would be hard as would attempting to get a county board to reschedule county club games for the All Ireland.

I'm fairly sure it's used in the context of putting your own interests before the interests of the collective.
