Yep, and that's what confuses people. They don't seem to realize that they can and should be used differently, not just with one language's phonology. I've actually seen this a lot with people learning French, where they don't get the correct <r> (note: I'm American), or even with Spanish, where they don't use the flap for their single <r>. Not because they can't make it, but because they think it's the same.
