It took me a couple of minutes
But transcribing Irish in IPA is always a dilemma, how precise one should be: should I write all the velarisation symbols, all the dental symbols etc... To keep it simple I dropped most of these since they are automatic most of the time...

It's a bilabial v, if you like. In the normal English v your lower lip touches your upper teeth. In β it doesn't, your lips come close to each other instead and it makes a kind of v sound too, but a bit different.

ɣ is a velar fricative (voiced version of ch /x/)

ɸ is a bilabial f (unvoiced version of β)
