Caoimhe really only has one pronunciation, even though there may be different ways to describe that pronunciation.

Siobhán on the other hand has two, i.e., SHIV-awn and SHOE-awn, the latter being prevalent in Connemara:

Nearly everyone I know from Ulster pronounces Caoimhe as Kee-va, Is it solely an English pronunciation or is it pronounced similarly in northern dialects?

I'm guessing it's an English pronunciation as, when I've been speaking Irish with people in the area, they tend to pronounce it as Breandán described.
