Perhaps they avoided "éist, éist" because it would sound like "shoosh, shoosh", i.e., "be silent", "shutup", in the context.
Cogar means "whisper" but also "listen" in Connemara the sense of the interjection "hey", "say", or "tell me", so I am not surprised to see it there instead of éist.
Both, in the end, mean "be quiet for a second and listen".
