Is he the actor?

would it be

An éisean an t-aisteoir? as opposed to "an é an t-aisteoir?"

There's several ways to do it.

An eisean an t-aisteoir certainly works, but it places me emphasis on 'he' (so 'is *he* the actor)

You could also say 'An é an t-aisteoir é', which is more nuetral.

Also, in Connemara, the latter would be *ab é...* not sure if they use 'ab' before emphatics. Maybe Bríd can comment.

It depends:

Is he the actor? = An eisean an t-aisteoir?
Is he the actor? = An é an t-aisteoir é? (only in Ulster without a second é: Ab é an t-aisteoir?)

ab é...? Yes, that is what I'd say.

Ní scriostar ach an darna é. Ní féidir "An an ..." nó "Is an ..." nó a leithéid.

Le fírinne, chan fhuair mé leithéid d'abairte in "Comhréir Ghaeilge Ghaoth Dobhair" so shíl mé nach féidir an darna "é" a scriosadh. Ach bhail, cha bhíthear cinnte am ar bith... :)
