Assuming "delegate of/for juvenile hurling" is meant (and not the less likely "juvenile delegate for hurling"); that it's specifically "juvenile", not "junior"; that toscaire, which I got from the dicco, is the focal cuí, then:

toscaire iomaíocht/iomáint na n-óg/aosánach. Maybe.

While Focal.ie has 'aosánach' in 'Dublin juvenile football league', 'óg' seems ok too. Maybe 'óganach' as well? I don't know if there's any difference between 'iomaíocht' and 'iomáint'. They seem pretty interchangeable. I suppose 'troscaire' + preposition could be used too.

You'd want the genitive there for iomáint/iománaíocht wouldn't you Errigal?

Oh, I did consider that version too!

Toscaire iomána being an "aonad chéille" and therefore keeping the genitive form: Toscaire Iomána | na nÓg - "Hurling delegate of the juveniles".

But I was thinking it was "delegate of juvenile hurling" -Toscaire | Iomáint na nÓg. where Iomáint na nÓg is an "aonad chéille" and is therefore lenited if possible, and has the nominative form.

Both versions are grammatically possible, I think, albeit with very slightly different shades of meaning, and are both covered by "Juvenile Hurling Delegate". That said, I now think it would be Toscaire Iomána na nÓg as you suggested. As long as people understand the grammar behind it... :)
