I'm going back over I mBéal an Farraige to do some focused reading and I came across this phrase. I assumed that it means something like "ready for Winter". Is that reasonable?

Yes, ''cóir'' has a number of meanings depending on context. In this context it means as you say - ''ready'' or ''prepared for''
