I've often had difficulty with these types of sentences too.
My attempts:

I'll have Marry finish the reports.
Cuirfead Máire ag críochnughadh na dtuarascálacha.
Cuirfead na tuarascálacha á gcríochnughadh ag Máire.*
or simply
Déarfad le Máire na tuarascálacha a chríocnughadh.

I'll make John clean the room.
Cuirfead ar Sheán an seomra a ghlanadh.

Water makes the grass grow.
Cuireann uisce an féar ag fás.
Cuireann uisce fás faoin bhféar.
or
Is é an t-uisce....

(*I'm not happy with these. They suggest setting her to work finishing them as opposed to having them finished/the task completed.)

He had his hair cut - bhearr sé a ghruaig
To have somone do something - tabhairt ar dhuine rud a dhéanamh
You should start having a house built there -
ba chóir duit teach a chur á dhéanamh anseo
What would you have me do? cad é atá tú ag iarraidh orm a dhéanamh?
To assign a task to someone - ceann oibre a chur ar dhuine
To get something done by someone -
cur faoi deara do dhuine rud a dhéanamh
