The book I have Leabhar mór Bhriathra na Gaeilge gives the following conjugations for inis in the past and present tense in Munster.

niseas nisim
nisis Niseann tú
nis sé/sí Niseann sé/sí
niseamair Nisimíd
niseabhair Niseann Sibh
niseadar Niseann siad/ Nisid
niseadh Nistear


I don't think I have heard it, where is it used?

Yeah inis is 'nis around Dún Chaoin, but they don't say it as much around Paróiste Módhrach, maybe that's why you haven't heard it.

Is fearr Gaeilge ḃriste ná Béarla cliste, cinnte, aċ i ḃfad níos fearr aríst í Gaeilge ḃinn ḃeo na nGaeltaċtaí.
Gaeilge Chonnacht (GC), go háraid Gaeilge Chois Fhairrge (GCF), Gaeilic Uladh (GU), Gaelainn na Mumhan (GM), agus Gaeilge an Chaighdeáin Oifigiúil (CO).
