I hear the same excuse here: "I just don't have a talent for languages," or "So-and-so has a gift for languages, which is why he can speak French, Spanish, AND German!" It's not a matter of having or lacking "talent," it's a matter of having or lacking a real interest.
The writer made a good point about how English learners are quite happy to use their English whenever they can, and let the mistakes fall where they may. One of the things that held me back from speaking Irish for so long was fear of making mistakes...which is really rather silly when you think about it. Heck, I make mistakes in English all the time, and not only is it my native language, it was my college major! (not to mention how I used to make my living!)
