It's more likely to be used in a romantic (or close family) situation, and in any case it would only be used to discuss the person, and not to address the person directly. In that case, you would change it to
A Chroí (the vocative form).
For a less endearing situation, you could use
A Chara (if addressing the person) or
mo chara, if discussing the person, meaning "my friend" in either case, although that can also be used with relative strangers, so it might not be endearing enough for what you want. If the person is a really good friend, you could use
A Dhlúthchara (if addressing the person) or
mo dhlúthchara, if discussing the person, meaning "my [close/dear/great] friend".
