I know depending on your location, in english, you would say "he is coming down from the north"
Could you say something like "tá sé ag teacht anuas aduaidh" ? Or do the words aduaidh/aneas etc imply the "down from/up from" part of the english speech?

aníos aduaidh (The world is upside down in Irish: North is "down", south is "up")
But I'd say yes, "from the north" implies "from down" (and vice versa).
"Tá sé ag teacht aníos. = He's comming up" is sufficient to mean "from the North" (except you are upstairs or on a hill)
e.g.: "Ba aníos as Fánaid é."
