It depends on the intended meaning

cláir ama ghnóthaigh = boards of busy time (cláir + am gnóthach)
cláir ama ghnóthacha = busy time-tables (cláir ama + gnóthach)

No, I'd think busy is an attribute of time-table, not of time alone.
So it must be in the same case and number as clár.

clár gnóthach

clár ama gnóthach = a busy time-table
